Takoradi Refinery Company Limited (“TRCL”) was established and registered in Ghana in December 2014 with the authority and legal mandate to develop, finance, construct and operate a 60,000 barrels per stream days (bpsd) (scalable to 120,000 bpsd) export refinery and related infrastructure in Takoradi.

TRCL has obtained the requisite regulatory permissions and support from key statutory bodies such as the Ghana Investment Promotion Centre (GIPC), National Petroleum Authority (NPA) and the Ministry of Energy.

With a combined team of promoters, owner’s engineers, legal, financial and technical advisors, TRCL has undertaken various project development activities such as securing major supply agreements, offtake agreements and the land required to undertake this Project and other key project development activities are ongoing.

This progress has led to significant appetite from local and international equity investors and lenders to participate in the development and financing of this project.

The refinery is expected to be a dual train refinery with each train producing 30,000 bpsd totaling 60,000 bpsd, with Jubilee crude being the primary feedstock to maximize the production of gasoline and diesel. Other products will include LPG, Kerosene, Industrial (Marine) Diesel and Fuel Oil.

The refinery will also be able to process Bonny Light crude as an alternative fuel source.

The target markets for TRCL are Ghana and ECOWAS sub-regional markets that have been identified to have supply gaps.
